Home Repair - Taking Applications

The Kirksville Housing Authority will once again administer the DREAM program for the third consecutive year. In addition, the Kirksville Housing Authority has been awarded funds for the HeRO Program. Funding for each program was split evenly, with $60,000 allocated for the DREAM program and $60,000 for the HeRO Program.

The DREAM Program for 2009 was completed successfully with funding of $120,000 and the DREAM Program for 2010 is currently underway with funding of $100,000. These programs allocated funds to local contractors in order to perform repair work for homes in the downtown Kirksville area. This year, the Kirksville Housing Authority will be able to allocate up to $20,000 to an estimated eight homes.

The difference between the two programs is their scope. The HeRO Program will consider any home within Kirksville city limits, while the DREAM Program is focused towards the downtown area and avenues toward it. Both programs are part of the federal HOME program that is administered at the state level by the Missouri Housing Development Commission.

Both programs aim to resolve residential code infractions, promote accessibility, reduce lead risk, increase energy efficiency, and perform general home repair. Funding must be used on owner-occupied houses of low to very-low income households. A great deal can be accomplished with this flexible program to improve the quality of housing for residents of the City of Kirksville. The Kirksville Housing Authority was able to submit a grant application for the DREAM Program because the City of Kirksville is a designated DREAM Initiative community.

There are eligibility requirements for the program, and applications are being accepted through August 1st, 2011 at the offices of the Kirksville Housing Authority located at 100 Valley Forge Drive, Kirksville, Missouri 63501.
